Non-licensed work with asbestos

Non-licensed work does not require notification to the HSE. Generally, non-licensed products have asbestos fibers firmly contained within the matrix of the material; therefore, worker exposure to asbestos will not exceed the legal control limit of 0.1 asbestos fibers per cubic centimeter of air (0.1 f/cm³).

Notifiable Non-Licensed Work (NNLW)

NNLW work must be notified to the relevant enforcing authority via an online portal. The NNLW notification can be submitted at any time before the start of work. Whether the work qualifies as NNLW depends on the type of work, the asbestos type, and the condition of the material. The most common types of work that fall under NNLW include large-scale removal of textured coatings, short-duration work on insulation materials, or work involving substantially damaged or degraded non-licensed materials.

Licensed Work

Licensable work must be notified to the HSE or the relevant local authority via an online portal 14 days prior to the commencement of work. Licensed work typically involves working with insulation material or when the work will exceed the control limit of 0.1 asbestos fibers per cubic centimeter of air (0.1 f/cm³).

The licensing system is a strict process put in place to ensure that employers carrying out higher-risk work with asbestos can demonstrate their competence to carry out the work. It also verifies that they have the necessary knowledge, experience, and expertise to protect the health and safety of their employees and themselves.
